Sounds like the recurring problem I've had with my 982 Onan. I would say check to make sure your VR is grounded good, but if you're getting 13.5VDC at the white wire, it appears the VR is working. Check the voltage at the battery when you get 13.5VDC at the VR. (running) If same, you should be good....

I'm kind of thinking the same thing, now that I've read up some on the Onan governor issues. Appears to be a common ailment for these engines. There seems to be a "loose" spot at the very beginning of the governor arm's travel. Just enough to cause it to wander a little. Eventually it starts to pull...

Here's what I've found using later decks under earlier tractors. The 50C* decks (most) were configured for the 5/8" spindle belt the later tractors used.
