You shouldn't have any core shift issues if the person setting up the machine to bore makes sure the cylinder is centered. I would take my block somewhere else if they can't do that. It cost me $75 to $100 to sleeve a K321 a few years ago. The motor was ready to put back together. This was the 2nd block that I had sleeved. Both are running with no problems. It wouldn't surprise me that this motor has never been rebuilt. Between blow-by past the rings and the lack of regular oil changes the may have some sludge and carbon built up in it. MMO isn't going to fix this problem. It may help prevent the problem in the future. I would try using a carb cleaner like Gumout. Spray the tappet and help push it down while you spin the motor over by hand. You may have to spray the tappet a few times before if moves on it's own. If this works I wo...

The 30 gas rule is for lawn and garden equipment only. F series tractors will run almost on anything that a spark plug can ignite if my memory is correct. Look at question #12 in Kohler FAQs http://www.kohlerengines.com/maintenance/faqs.htm. Kohler recomends against using fuel additives. Ethanol Shield claims it is a fuel additive. I use a crankshaft bearing when I repair cranks. The steady rest holds the bearing in place.

Levi. The only way to fix the crank is in a lathe. I used a steady rest to support the tail end of the crank. I didn't use a counter balance when I spun the crank in a lathe. Spindle speed was 150 to 200 rpm.

The serial number for my 149 is in the same area as the one in the picture. One area of difference between the Wide Frame and Quiet Line is the motor mount area. There may be more.
