Standard 4 link chains would probably be perfect for the conditions you describe, but I have to say that chains with cross bar studs are murder on asphalt.

Why, it's not the bearings at all! They are probably fine to reuse. Those broken spindle cups can be cleaned up and re welded. Unless you are dealing with something like this you should be fine without chains- they will only tear up the asphalt anyway. I use these, they work great and the price is right.
Some minor adjustment to the center thrust collar will probably be required, easy to do if one has access to a surface grinder.

This view ought to give you an idea of what to expect when using a wider wheel. It measures 11 3/4" from bead to bead.
The tire is still wider than the wheel, and I had no problem getting it to inflate at that width.
