This is a problem with the 1782's. The position of the radiator under the consol means poor air flow. My 1782 does the same thing. Be careful using starter fluid with glow plugs. It can cause n explosing and ruin your rings. Have seen people use it and have the intake hose blow off with a ball of fire. It is not the carb..It is the fuel pump. It will get a hole in the diaphram and leak into the crank case.

That is a magnum engine so turn the key on and jump the starter solenoid. It should start as it does not need any current fro the battery to run. I would suspect that you will need to advance the timing some to offset for the slower burn rate of the alcohol. If you leave it at the setting for gasoline, you will not be getting the full punch of the alcohol.
