1864 uses the same pump for lift and steering. While it is running does the whine change when you use the lift? Does it get worse when the lift is fully at the end of travel up or down? A stuck relief valve can make them sing pretty good.

They can be hard to find as it's hard to tell them apart without measuring the ears on the hanger. It's normally easier to just drop the hanger to make it fit. But there is the wanting and looking section below.

Blowers work fine on gravel - once the ground has frozen. Last year it didn't get really cold until after we had snow on the ground, I shaved gravel and dirt humps off and blew them all over the place!

If you can push it easily with it in gear the first thing I would check is the belt and the tensioner. If the belt is good and the tensioner (clutch) is working and it rolls easily but not under power then it's likely there is a problem. Could be a sheared key or a bad axle not engaging the wheel.
