They seem so to me
The bearings were 1 3/8" O.D. and 3/4" I.D.

NF front wheels?
I picked up this pair of wheels today. Could someone verify if these are IH narrow frame front wheels?

The measurements are correct for the later NF wheel, The earlier Originals and 70/100 wheel had wider, turned lip at the bead area, and was 4-3/4" wide
