Have you tried heating it? sometimes there is a little gap between the axle and the cap that is pinned on,spray lots of pb blaster or other penetrant and get everything you can to move a little, the pin and cap are probably both worn some making it even harder to drive the pin out. also, make sure it's not a tapered pin, i had one that way once.

Heat is your friend with the rust.

Good luck with the pin. Some chance the pin has worn and out of alignment with the holes. Might try tapping the top arm around a bit (if it'll move any at all) and then try and drive it out. Soaking and heat can both help. Worst case it can be drilled out.
