Mine was. I assumed (my bad, I know) that it was a setting controlled by the administrators, but no, it is controlled in your profile.
To set it to Standard Time, go to the "User Control Panel", "Board Preferences" tab, and uncheck Summer/DST. All times will now be shown correctly for the Winter.
