PTO Clutch Issue

Went to mow yesterday with my 1989 1050 and noticed the PTO clutch would not disengage unless I turned the key off. When flipping the PTO switch it does nothing so it is always engaged. What should I look for in troubleshooting this? Bad switch, faulty wire, etc. . . It's obvious it is getting power, since the clutch will engage/disengage with the key on/off. Any help is appreciated.

Has the bearing locked up?

The bearing is fine, it has to be the switch or relay. When I jumper the PTO it engages. Anyone know of way to test the relay or switch?
