Engine trouble m48 tank

My zero turn is a 2003 Cub Cadet Commercial M48 tank w/kawasaki 19 hp engine. It will not throttle up past 1/4 throttle and blows red exhaust smoke.
I am thinking old muffler, and rusting inside preventing engine to breath. A new muffler is $250 , so i don't just want to start replacing parts at random.
Any other diagnostic ideas?

I put too much of the wrong oil on the foam pre- filter and choked off the air going into the engine
